This article is nearly two years old, but somebody just recently sent me a link to it. In a nutshell, the article claims that England is "tightening the screws" (on both teachers and students) to improve outcomes, meaning test scores, while the Scots "focus on getting students to assess themselves against the standards, internalizing the standards.
I'd be curious to see what kind of data, if any, has been produced to compare results.
